NEWS / Thailand set to join Apostille Convention


The Kingdom of Thailand will be the newest member of the Apostille effective February 28, 2027. Thailand’s Instrument of Accession to the Convention was deposited by Asi Mamanee, Thai Ambassador to the Netherlands, with the Ministry of Foreign Affairs of the Netherlands.

The deposition act, which occurred on June 30, 2026, was witnessed by Utoomporn Ampaivit, Minister attached to the Department of Consular Affairs of Thailand, as well as representatives from the Thai Immigration Bureau, as reported by the Ministry of Foreign Affairs of the Kingdom of Thailand.

Thailand’s delegation also conducted a technical visit to the District Court of The Hague (Rechtbank Den Haag) to study how the Apostille system operates in practice, as Thai officials intend to use that knowledge to develop the country’s legalization services.

The Convention, officially the Convention of 5 October 1961 Abolishing the Requirement of Legalization for Foreign Public Documents, will simplify the legalization process for individuals presenting documents from other Apostille Convention member states in Thailand and vice versa.

Thailand’s accession to the Convention is expected to facilitate trade, investment, education, tourism, and people-to-people connectivity between Thailand and other member states of the Convention, which include the United States of America, China, Russia, and India.

Thailand’s accession follows that of Algeria and Vietnam, both of which are set to become members later this year, as well as Bangladesh, Canada, and Rwanda, all of which joined the Convention in the last 2 years.

As of now, documents issued in the United States of America must first be authenticated in their state of origin, then authenticated at the federal level, before being submitted to the Royal Thai Embassy of Consulate for consular legalization. Thailand’s accession to the Convention will simplify the process to just 1 step—obtaining an apostille certificate from the state of origin.
